Students will research, compare and contrast how education is funded in one of the fifty states with

Illinois. The instructor will assign each student a state with which to compare with Illinois. The student

will prepare a 5-7 page paper that includes the following items:

  • Opening: Generally, describe each state – school enrollment; average teacher salary, average
  • operating cost per pupil; number of school districts; % of low income and ELL students. Include

    the overall breakdown of how schools are funded – % of school funding from local, state and

    federal sources.

  • Sources of State Revenue: How does each State fund education? i.e., lottery, property taxes,
  • income taxes, sales taxes, alcohol taxes, etc.

  • Legal challenges to the state funding of schools: Have there been any recent challenges to each
  • State’s school funding formula? If so, when and why? Were they successful?

  • General State Aid: Illinois uses an Evidenced Based Funding Model. What model does the state
  • you comparing to Illinois utilize? How do the two compare? Is there anything you like about the

    other state’s model better than Illinois?

  • Categorical Aid: How is funding for special education, ELL, low-income students, etc.
  • distributed? Is it incorporated in the general state aid formula or is it separate?

  • Adequacy/Equity issues: What litigation has occurred in Illinois and in the state you are
  • comparing challenging school funding adequacy/equity issues?

  • Impact on Students: Based on your research answer the following two questions:
  • o Are students more prepared and performing better now than 5 years ago? Why/Why

    not? Has funding affected your answer?

    o Will students be more prepared and perform better in 5 years than now? Why/Why not?
